If we can't trade down, do we reach or take the best player available and maybe try to trade them?

Could we take a Quinn, Aldon Smith, Kerrigan, Cameron Jordan if they are there, or an OL Costanzo or Carimi?

Probably need to trade Hartline for a 3rd or 4th maybe, and try to move merling, maybe Sean Smith and get additional some picks

unless we get stuck with that player because of no CBA....no trades.

For instance, we darn sure don't want another DE with a high pick.

I would say no unless it is a player like CB, Peterson or one of the top 9 blue chippers.

BPA is fine as long as we know how to evaluate players across positions. Drafting BPA was what got us Jamar Fletcher instead of Drew Brees!
