Problem is, he's not a kick and/or punt returner. That's a huge need for us. If we're looking to trade for a WR, it really should be someone that can take over where Tedd Ginn left off on special teams.

No issue? Bess may be the worst punt returner in the league. Cobbs is coming off a major injury. Not an issue, huh?
If its not Cobbs then its Hilliard. Seriously, I'm not gonna pass on a special teams monster for a late round pick simply because he doesnt' return kicks. I will find a guy for the 2 or 3 kickoff returns a game. Don't think anyone is losing sleep over that.

Yes he is that bad. and Cobbs may never recover the speed that he lost due to his injury... i disagree Mike O
Bess is downright awful on punt returns, just 7 yards per return. And we have no one who can return kicks. You don't worry about chunk yardage on offense, and then not worry about it on special teams. We will take another WR before this draft is over, it will be someone who can return kicks/punts. Bess and Camarillo do not both have long term futures with this team. One of them will be gone, or relegated to 5th WR status eventually. If Golden Tate is sitting there at #40, don't be surprised if we take him.
We did sign Ryan Grice-Mullen.......CFL guy who played with Bess at hawaii who is strictly a return specialist. Don't be shocked if we give one roster spot just to him in that role.
I've never been one to concern myself with averages when it comes to punt returns. IMO the most valuable asset a punt returner can have is the ability to NOT FUMBLE THE BALL. Do that, and I'll be happy. Drop the ball like Ginn and I'll murder my TV. I say we just hold open tryouts for PR on the team and let the best person we have do it.
