They are going to put the 1st round tender on Cruz for several reasons: 1) they think they can sign both. 2) They are a win now team with an old coach so they aren't going to let him walk if they can avoid it. 3) Its only 800k more for the 1st round tender. If you want Cruz its far more likely you'll have to wait until next year and hope he hits the FA market than you can get him for a 2nd round draft pick this year.
