Who the heck is Bill Ireland? It has to be Philbin, because as soon as the Phins figure out why this guy Bill Ireland is hanging around there facility they're sure to fire him...and probably call the cops and have him arrested.

Still very difficult to answer, no matter how the question is worded.
I still stick by my original answer (above), but I can only answer exactly what your question is asking, so....I would say Ireland because he is the GM, making all the decisions. A coach is easier to replace.
Now, if Ross didn't really care for the results of Ireland's drafts and off season moves, then Ireland would probably go.
I know, still didn't answer your question, but it is hard to do so -- too many variables.
Ross the "football fan" would not blame Philbin for the losses due to a lack of playmakers, so he'd fire Ireland.
Ross the "businessman" would congratulate Ireland for his 2012 season of stockpiling draft picks, creating cap space by refusing to sign big-money free agents, and filling the team's holes with waiver wire rejects. Philbin would be fired for failing to turn a team comprised mostly of second and third stringers into a playoff contender.
