The legendary Don Shula could not really say differently, IMO. He's part of the Dolphins' organization. They all speak the same in public. Don't put much credence in what he would say or Marino on the same subject. Neither are known for "throwing anyone" under the bus publicly.
BTW, I don't think Phiblin is doing a bad job at all. There's room for improvement, and I sense he's smart enough to tweak things, here and there, on a variety of areas to make the team perform better. I give him my vote of confidence--no strings attached.
