Sometimes the police and prosecution will decline prosecution with an uncooperative witness as a practical matter but technically speaking it's the People (here in California) or the State (in most other jurisdictions) that has been offended by virtue of the violation of their criminal laws.
However, it IS difficult to prosecute an assault case without the cooperation of the witness and the state might consider it a waste of resources to attempt to do so.

I know, here in Florida the state can go ahead and prosecute on the victims behalf with or without their cooperation. But that usually only happens in serious bodily harm . But this is a high profile case so the SA might not want to look wishy washy. So they went ahead with the charges. But if she does not cooperate they will go away. She is only married a month with a pre nup so she waiting to see what the Pay out is gonna be for her to cooperate. Chad picked a winner!
I know it's not cool to blame the victim, but from what I gather his wife is a real dirt bag. Obviously she just married him for his $, fame, and more importantly, to be on a reality show. The day the show got canceled, she served him with his divorce papers.
