We need to offer Brees a great contract and tell him we screwed up twice. The owner has called him just a good QB and this bounty thing is going to get them fined big time, time to swoop in and steal him. He is more of a sure thing than Peyton, Flynn or RG3

The Saints have already said they will franchise him if they don't work out a deal.
Actually, as I understand it, if a player gets franchised for less money than he currently makes, the franchise tag is valued at 120% of the player's current salary. This info came to me via Andrew Brandt, business analyst of ESPN, on the "Finsiders" podcast of 2/21/2012.

The current franchise values are about 15%-20% less than they were last year as they are a 5 year avergage versus the current I believe, so where Brees would normally get about $16M he only gets $14M. I have not heard teams can pay more than the tag, likely just hope to roll it into the longer term agreement. Pats tagged Welker at $9.4M

Brees was given the "exclusive rights" franchise tag, which guarantees him more money than the traditional franchise tag. It is believed to be around $16M.
As for this not sitting well with Brees, and somehow creating an opportunity for us, forget it. You know what else doesn't sit well with Brees? How Miami passed on him twice before. He's mentioned it in the press more than once. There is no chance of him coming to Miami.
I don't know what jlyell meant but I think he talked about next year. But I'm not saying it gives us any chance but I'm saying that after all he did for the Saints, he is right to be pissed if they didn't even guarantee him their offer to him.
Now, I'm still not satisfied with the answer to my question of whether there is anything IN THE RULES that made them drop their franchise price from their offer. I don't know. Maybe that's what they HAD to offer him. I'm just not clear but unless they were COMPELLED BY NFL RULES TO DESIGNATE NO MORE THAN THAT AMOUNT, it doesn't matter whether he will be with the Dolphins next year. One thing's for sure. He won't be with the Saints. Our luck will be that Mallett will turn out to be a bust, Brady will retire and he will end up a Patriot.

The franchise tag carries a specific salary for each position. There is no negotiation. You franchise someone, they get a guaranteed one year deal at that franchise number. It has nothing to do with what they were negotiating with him in a long term deal.
This is a formality for Brees. Franchise tags had to be issued today. They are working on a long term deal, but negotiating. They put the exclusive franchise tag on Brees to ensure that no other team can even make him an offer. They are just protecting themselves against outside leverage. But, make no mistake, they will get a long term deal done, and they will take back the tag.
As it stands today, Brees is not an option until the Saints release him from the F-Tag. End of story. Only options exist if he holds out and they make a decision to release him and that will be waaaay past our QB decision window.
