Why was Pennington Snubbed out of the Probowl?

I am really trying to think about why exactly Pennington got snubbed from the ProBowl. I mean seriously, Jay Cutler!??!
Brett Favre you knew was going to get in on the mercy ticket, but Jay Cutler?
Pennington has the 3rd best Quarterback rating for the season and has an NFL low 6 int's. Not to mention the fact that he is leading probably the greatest turnaround of a team in NFL History.
Also, he doesn't have Probowl type receivers to work with. The most productive receivers are a rookie from Hawaii and a TE in Fasano. True that Ronnie and Ricky's resurgence has definitely helped him in setting up the play action, but c'mon!
Is it just me or is Pennington getting the short end here?confused smiley
