It's interesting you would pick 1998 as an example. This kind of "target" distribution was not normal for Marino when compared to most of his career. 1998 was during the era when Jimmy Johnson had left the team void of talent on offense, and Marino was forced to rely on McDuffie as a result. The 1998 team finished 16th in points scored, hardly a banner year. It scored 3 points in the playoff loss to Denver. The 1997 team was similar. And that year, we scored a total of 15 points over our last 3 games, all losses. If people will remember, that was the infamous final two games against the Pats, the last week of the regular season, and the first round playoff game. The Pats totally shut us down by double teaming McDuffie, and blitzing everyone else. Since we had no other reliable target, the offense crumbled. That led to the Gary Stevens' "chicken salad out of chicken !@#$" comment, citing the team's lack of offensive talent, and his eventual firing.

There are no examples of such uneven target distribution for Marino from 1983 - 1995.
