Where did I suggest that he'd given up on running the franchise or trying to win a Super Bowl?
I think that's exactly what his focus is. What I'm saying is that because of his age, and the results of his first attempt to get local assistance in the upgrade, that I think he's put the idea of upgrading the facility on the shelf for the next owner to deal with.

He's made PLENTY of sacrifices for the fans.
He's poured tons of his own money, far more than all but a few of his fellow owners, into bringing in players and into buying unsold seats to avoid blackouts so the local fans can watch for free what they aren't paying to see live.

Sorry, but that is just penis envy. Or in this case, wallet envy.
This is america. Its his money. He can do what he wants with it. He offered S.Florida a partnership which they declined.
He has every right to give his money to whomever he wants.
If the residents of S. Florida can't get past a wealthy man giving money to charities and not to them, then they have serious issues and probably don't deserve an NFL franchise.

Joe Robbie owned the team in an ENTIRELY different era. The options for self financing don't exist today.
ESPECIALLY for a newbie owner.

It was his dream to own the team. He's a fan. he's going to keep it so long as its fun or he thinks he can win a championship.
But like I said he's 73. He won't be around forever. I just hope he remains willing to pour his own money into the team while he's here. After that, winning will fix all his other issues with local fans.
