It's about continuity.
You just brought in a new HC to start last season. You gave him a 4 year deal knowing that you will either extended him or fire him after year three since very few teams are silly enough to start a season with a lame duck coach.
Irelands contract ran out this year.
If you replace Ireland with a new gm you have to let him clean house, which he is almost assuredly going to do. If you go that route you have a franchise that would have fired it's last 4 HC's after let than two seasons on average. That makes you AL Davis. Good luck getting an elite coach after that.
Not too mention the fact that you just gave Ireland the green light to spend 200m of your money 6 months ago. You'd look like a reactionary idiot if you fired him 6 months later and flushed a good young coach after only two years because of it.
A 1 year extension gets you through year 3 of Philbin ' s tenure. A point where you can fairly judge them both on their results and the direction the team is headed.
Giving Ireland a contract that ties him and Philbin together was the smart and sane thing to do.
Additionally, go look at his last three drafts and off-seasons since Parcells left and specifically since he hired Philbin and started bringing in players that fit his systems.
