According to Ben Volin and Jeff Darlington:

They wanted Tavon Austin at #12 but viewed him as a luxury not a necessity. That is to say he wasn't worth trading up for, unlike Jordan who filled a need as a pass rusher.

They knew Austin wouldn't get past the Jets and were pretty sure St Louis would move up for him.

So if they had stayed at #12 the pick would have been Tyler Eifert.

The good news is that the Jets didn't get Austin. The bad news is that STL got Austin and Bailey.
