Ben, re-read your post and I just wanted to clarify my original response to 
you. When I cite and release someone for DUI they are technically placed 
under arrest and taken to the police station (or hospital for blood draw). 
After getting a chemical breath test (or blood sample) I fill out a notice 
to appear (same form we use to give people speeding tix) and they are then 
released. We can not cite and release on the side of the road... that my 
friend would be nuts! :)
