And his injury is such that he probably was going to be seriously limited in the first part of the season anyway, so the Dolphins aren't losing anything. And he doesn't count on the roster until he comes back.

"A healthy Ferguson during a playoff push could be crucial for Miami,
providing plenty of incentive for the Dolphins to bring him back.
Under the rules of his suspension, Ferguson will be allowed to take
part in all offseason and preseason responsibilities. Although he was
unlikely to participate much during training camp anyway, those rules
still allow him to use the team's facility for all rehabilitation. It
also allows him to remain a leader for younger players, such as Paul
Soliai. That's a particularly important aspect, too. Soliai showed
considerable signs of progress during the 2009 season, and Ferguson
was credited with much of it. Ferguson served as a friend and mentor
to all of the younger nose tackles, including Soliai. If the Dolphins
choose to draft another nose tackle, such as Tennessee's Dan Williams,
Ferguson's presence would become another asset. So despite the
reasons on the surface why it seemed Ferguson's career might be coming
to an end, there proved to be plenty of other logical reasons why his
presence also made sense. "
