DOLPHINS: enter Pat White

I just think it's inconsistent.  If you hit a receiver while trying to separate him from the ball and it's even remotely helmet-to-helmet, they make the call (like the call against Wilson earlier this year).  They say they made that change to protect the players because concussions were a big issue.  If that's the case, then how can it be legal to lead with your helmet on a tackle?  Whether it's intentional doesn't matter on other helmet-to-helmet calls---why should it there?  I'm actually ok with it not being a penalty if it's consistent with other rules.  But in today's NFL, where the emphasis is on protection, I don't see how that's not a penalty.
