DOLPHINS: Jason Allen's punt downing against the Bills

I can't figure this out either. I thought he played well at safety last year, and was shocked when they named Crocker the starter. Crocker was bad at coverage and tackling, two absolutes for a safety.  Crocker goes from starter to cut in a few weeks. 

Jason always seems to be around the ball when he gets on the field.  He's a sure tackler and hard hitter.
