First , I believe that Harbaugh wanted to express confidence in his Offensive coordinator
by putting a spin on the media fodder rather than a real assessment of Cam's tenure as a head coach.
IMHO Cam is what he is, a decent O- coordinator, uncapable of establishing a structure or instilling discipline
as a head coach, you know some times an accountant is an good accountant and should never aspire to be a CEO.
just a thought

Harbaugh, like his brother, throws verbal jabs - San Jose Mercury News
In advance of the Ravens' game against the Miami Dolphins, Harbaugh praised his offensive coordinator, Cam Cameron, who was the Dolphins' coach last year when they went 1-15. "He was an effective coach down in Miami last year, even though the results weren't what people were hoping for," Harbaugh said on a conference call with Florida reporters. "He did a great job there with what he had to work with." That didn't sit well with the leftover Dolphins, who remember the internal strife that accompanied the losing. "With what he had to work with? That's the key, huh?'' defensive captain Vonnie Holliday said. "What did we have to work with as players? I think you look at it, and it's clear this year we have a direction." And something for the bulletin board.
