The weather seemed to be factor and the frozen turf was hard on defenses making reactionary cuts.

But in all fairness to KC, while their record is awful their offense over the latter half of the season hasn't been that bad. Thigpen has gotten his act together, Gonzalez is as great as ever, Bowe is pretty good, and the are putting up a fair amount of points. But the team is mistake prone so they keep being the opposite of the Dolphins: while Miami keeps doing an amazing job of finishing close games, the Chiefs would probably find a way to blow a lead to the Detriot Lions. Also, KC's defense is awful especially their attempt to set the record for fewest sacks in a 16 game season by a defense (I think they have 10 going into the last game and the record is 13 from the early 80s); I think only Detriot is worse.
