It was only the Youth legislature. It was held every April back in the Sixties.

Flacco would be asking too much, and part of that would be because he knows Miami is rebuilding and the OL is probably going to be full of holes and he wouldn't make it through the season.

I highly doubt he would want to be part of a team that is rebuilding.
