Inside LB?

Will somebody please tell me why we signed Rey Malaluga? I know we needed an inside linebacker, but why this guy? He's still out of shape, isn't practicing, and so won't be playing any time soon. By signing him before the beginning of the season, are we stuck with his whole contract for the year? What a waste of money. So far, anyway.

Someone in the know will correct me but I always thought the NFL contracts were such that they were only on the hook for the signing bonus and 1/16th for each game he's on the roster. But I may be wrong because I follow salary stuff almost as much as I follow draft stuff...which is not at all.
